About this deal

The investigation will almost certainly be conducted by someone outside the Home Office, probably a leading lawyer.

In all the schools except four independent boarding or mainly boarding schools the headmaster can administer corporal punishment; in three of these four schools, two of which are Quaker schools, no one can do so, while in the fourth the headmaster does not allow himself to administer corporal punishment but delegates the task to other members of his staff. And they saw a man attack another claiming that he had beaten and bullied him as a kid and completely lose it so that they thought he might kill the victim.I have never seen an authentic school cane before and am immediately struck by how light in weight it is. I heard creaks in the floorboards that told me that he paced the study once or twice before taking up his position. I would think we only have the accused's word for the caning,in an article I read the guy was saying he was bullied by the teacher too.

The results for masters other than headmasters and deputy headmasters, and for boys are given in the table, which shows that fewer of the day and mainly day schools allow boys to give corporal punishment and fewer of the day schools permit assistant masters to do so. Given the above better training for teachers and better resources for schools is the answer not bringing back the cane. It is no secret that I am a firm believer in the value of corporal punishment, when administered judiciously and with the utmost care. From my position at his rear, I could see his neck was bright red (as indeed was his bottom) and sweat soaked his shirt collar. If it was, maybe three or four times a year it was carried out by the headmaster in private, but a notice would then appear on the noticeboard naming the recipient and the reason.Little of this percolated through to us in primary school, buried as we were in the depths of Somerset, but when I moved to my boarding secondary school (public school in English parlance) in 1967, I found the winds of change blustering their way down the school’s corridors. One of the lecturers there did the blackboard rubber thing a couple of times ( I guess thinking we were ruffians who worked in industry and expected no better). I was floating on the ceiling looking down on this scene where the headmaster had just given the slacking sixth-former six of the best. Physical (and indeed mental) abuse was an absolutely embedded, accepted and even encouraged part of the school's culture - a school born out of a military college and which preached Christian values.
