The decision to defer the export licence followed a recommendation to the DCMS in 2017 by the Reviewing Committee On The Export Of Works Of Art And Objects Of Cultural Interest (RCEWA) who objected on all three of its Waverley criteria. Although the bust appears highly naturalistic, Gilbert did not work from the life but entirely from photographs, using his own mother as a model for the drapery, saying at the time: “One was Queen of my country – the other Queen of my heart.” W. & D. This portrait bust is made of a light-coloured soft wood and is about 31cm tall. The enlarged head and youthful face on this bust is typical of Yoruba carving and is intended to indicate the serenity and wisdom of the person being portrayed. The Yoruba are an ethnic group concentrated around present-day Nigeria and Benin.The bust was bought for Queen Victoria by Colonel Henry McCullum (1852–1919), Governor of the British Lagos Colony (a region in the southern part of Nigeria). We know that McCullum bought the bust from the artist and sent it to the queen as a gift in 1897. He says in a letter to the head of the queen's personal household that:

The Diamond Jubilee of Queen Victoria was officially celebrated on 22 June 1897 to mark the occasion of the 60th anniversary of Queen Victoria's accession on 20 June 1837. Queen Victoria was the first British monarch ever to celebrate a Diamond Jubilee. Victoria took the opportunity, when inspecting proposed changes to the shilling in June 1888, to lobby Goschen for the inclusion of her title as empress of India ( INDIAE IMPERATRIX, abbreviated as IND. IMP. on the coinage). Since the act allowing Victoria to assume the Indian title had forbidden its use in the United Kingdom, Goschen took no action on the request, but Victoria got her way with the following issue of coins, which debuted in 1893, [52] as the cabinet ruled in 1891 that the abbreviation could appear as British coins also circulated in the colonies.
